"City Water Pioneer Dies"

James A. Cinea, who was instrumental in securing water and establishing procurement policy for the city of Longmont, died unexpectedly on Sunday. He was 52.

Cinea, known to his friends as "Jake" or "Jaker" was a graduate of Longmont High School and the city's director of water resources. He worked for the city for thirty years.

Cinea served in the U.S. Army during the Vietnam War and was a graduate of the University of Colorado. A member of the Board of Directors for the Northern Colorado Water Conservancy District at the time of his death, he had also served in the past as executive director of the St. Vrain Left Hand Water Conservancy District.

Cinea's first major contribution came in the late 1960's. While acting as an assistant to the city engineer, Cinea helped to make the city's Ralph Price Reservoir a reality in 1969. At that time, he was the city's only full-time employee working on water resources.

"I think Jim was instrumental in influencing the present raw water policy, and through the application of that policy we enjoy a reliable and adequate supply of water for all municipal uses," said Pete Moore, the city's water resources administrator.

"The mood here is just kind of shock -- everybody's subdued," Moore said. "We know that everybody else in water resources has to take up the slack, but it isn't easy to do. Everybody's just still in a state of disbelief."

More recently, Cinea was involved in securing Union Reservoir for the city, which serves not only as a recreation center but as an intricate part of the city's water system. In 1981, Cinea led the city's successful filing on changing some 8,000 acre feet of agricultural water to municipal use. In the late 1980s, Cinea served as the acting director of the city's water-waste water department.

The family is asking donations be sent to Longmont Coalition for Woman in Crises, in care of Howe Mortuary. Cinea was a member and longtime supporter of the group.
